Enquiring about salary and work memo

As a freelancer, how to address the salary (paying rate) during the chat / email for a potential new job?

I would like to request a work memo as well before our cooperation, is that acceptable and frequently used in the production companies in the UK? Appreciate to hear any suggestions and experiences, no matter from the employee or employer's point of view. Thanks a lot.
